- A fresh graduate with a bachelor’s degree from any college or university in the Philippines.
- A passing-out student of a technical-vocational course from any institute in the Philippines.
- High school graduate
- An early school leaver

- A person who has never been employed
- A person who has never been enrolled in any educational institution or has not completed secondary education
- A student taking leave from an educational institution or technical and vocational course.

NBI Clearance Requirements for First Time Job Seeker
A first time job seeker who wants to claim NBI Clearance free of charge must have the following documents to apply for NBI Clearance.
1.Two Valid IDs

Your PSA birth certificate, along with any of the valid IDs mentioned in the above link, can be used as an attachment with your completed application. Your Philippine passport can also be used instead of your birth certificate.
2.Barangay Certificate and Oath of Undertaking
A barangay certificate is also required for the NBI Clearance application. The barangay certificate testifies that the applicant has been a barangay resident for the last six months and a first time job seeker.
The oath-taking by a first time job seeker is also executed in front of a barangay officer. Not complying with the specific format of the barangay certificate and oath undertaking will result in the dismissal of the NBI application. Both documents can be received by Barangay Hall. - Visit the NBI Clearance’s official site.
Register as a First Time Job Seeker
- Click on the ‘First Time Job Seeker’ yellow section.

- Click on the ‘ save’ button to get the reference number. This reference number is useful while pursuing the NBI application. The reference number is important to take along on your appointment day with the 2 valid IDs and a barangay certificate.
