When a job seeker is qualified for a job, besides an interview and other formalities, he has to present some important documents to the employer.  The good news is that government documents that are required for employment have no charges to process and receive them. 

According to the First Time Job Seeker Act (Republic Act # 11261), a first time job seeker can get them at no cost in the Philippines. These documents include police clearance, birth certificate, barangay clearance, tax identification number (TIN), UMID, medical certificate, marriage certificate, etc.

This has been updated on the official site of NBI, so a first time job seeker can apply for free. This is a one-time-in-life facility for fresh graduates or individuals meeting the first time job seeker criteria. As government agencies keep up the record of their first time utilization, the opportunity could not be exploited by NBI applicants.

Eligibility Criteria of the Free NBI Clearance for First Time Job Seeker

A Filipino citizen who has been a resident of a barangay for the last six months and is seeking a job locally or abroad for the first time can benefit from Republic Act 11261. A first time job seeker can be anyone who is:

  • A fresh graduate with a bachelor’s degree from any college or university in the Philippines.
  • A passing-out student of a technical-vocational course from any institute in the Philippines.
  • High school graduate
  • An early school leaver
  • Out-of-school youth (OSY)

  • A person who has never been enrolled in any educational institution or has not completed secondary education
  • A student taking leave from an educational institution or technical and vocational course.
  • A student applying for a job while staying enrolled in any school, college, university, or technical-vocational course.

NBI Clearance Requirements for First Time Job Seeker

A first time job seeker who wants to claim NBI Clearance free of charge must have the following documents to apply for NBI Clearance.

1.Two Valid IDs

A first time job seeker must have two valid IDs on the day of the physical appointment at the NBI Center. Click here for a complete list of valid IDs that can be attached to the NBI Clearance application. 

Your PSA birth certificate, along with any of the valid IDs mentioned in the above link, can be used as an attachment with your completed application. Your Philippine passport can also be used instead of your birth certificate.

2.Barangay Certificate and Oath of Undertaking

A barangay certificate is also required for the NBI Clearance application. The barangay certificate testifies that the applicant has been a barangay resident for the last six months and a first time job seeker. 

The oath-taking by a first time job seeker is also executed in front of a barangay officer. Not complying with the specific format of the barangay certificate and oath undertaking will result in the dismissal of the NBI application. Both documents can be received by Barangay Hall. While receiving the documents from Barangay Hall, make sure both documents meet up with the specific format mentioned below.

Visit the official NBI site

Register as a First Time Job Seeker

  • Click on the ‘First Time Job Seeker’ yellow section.
  • Click on the text ‘Click Here’.
  • Go through the notification that appears to remind you of the requirements, i.e. it’s a one-time privilege. Present a valid barangay certificate where you have resided for the last 6 months.
  • Fill out the registration form. Enter your name, gender, DOB, civil status, email address, and password.
  • Agree to the terms of service, check the captcha box, and click sign up.
  • Add your 6-digit OTP received at your mobile number or email address. Click Submit.

Sign in on the site

  • Click on the sign-in button using the email address and password used during registration.
  • Add the information required on the applicant information page like your address, height, weight, educational details, religion, etc.
  • Click on save information.
  • You may review the spelling or cross-check all the provided details.
  • Once satisfied with the provided details, click on the submit button.

Apply for NBI Appointment

  • To secure a physical appointment in the NBI Branch, click ‘Apply for Clearance.’ on the top of the screen.
  • Next, enter the name and the number of your valid ID.

Click on Agreement

  • Select your preferred clearance center for the application process.
  • Then select the time and date that are convenient for you from the available time slots. The time slots presented in blue are available, whereas slots not available are shaded in red.

Save the Reference Number

  • Click on the ‘ save’ button to get the reference number. This reference number is useful while pursuing the NBI application. The reference number is important to take along on your appointment day with the 2 valid IDs and a barangay certificate.

As a first time job seeker, applicants must have a completed application along with the required documents. Incomplete requirements lead to no entry on NBI appointment day. Since the whole application process is free of charge for first time job seekers, no payment slip is required to attach to the application. Reach your center on time to avoid any inconvenience.
